Can I reserve a domain?

Domains cannot be reserved, only registered. Registration follows the first come, first served principle, at the moment the order's payment is confirmed.

Registration or transfer fees are non-refundable once the domain has been registered or the transfer has been initiated (see Why can't some services be refunded?).
